I have heard lately that some companies are proactively buying bitcoins to pay off future cyber attackers.

I could believe this, especially for ransomware.

 
I heard today that the bad guys have a support team and 800# that assist people in the transaction process of buying bitcoin and paying to unlock the files lol.

The Crypto crowd would be out of their minds to allow regulation without putting up a fight. Cryptos don't need Wall Street, or the SEC, or anybody else.
