Joe Biden's new executive order had a hidden clause to remove Trump's order and reverse it. So this restriction is no longer in place. The second links to an incident from May of last year (2020) where a 500k pound transformer was shipped to the west coast from China, and before it could arrive at a substation in California it was confiscated by the government. Speculation is all we have as to why it was confiscated but many believe that it was tampered with to essentially be controlled remotely; they could shut it off at will.
