Trump’s Executive Order 13920 declared a national emergency with respect to the nation’s electric grid and prohibited the acquisition or installation of “any bulk-power electric equipment … designed, developed, manufactured, or supplied, by persons owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary.” In sum, Trump forbade the use of grid equipment that is made in China, Russia, or other hostile nations.

Biden, who long has been accused by critics of being soft on China, issued a lengthy executive order in which, buried amid matters purportedly designed to combat climate change, was an anomalous and potentially dangerous provision.

Basically, President Donald Trump issued an executive order last year which banned the purchase of any electrical equipment from a "foreign adversary", which would obviously include China.

Joe Biden's new executive order had a hidden clause to remove Trump's order and reverse it. So this restriction is no longer in place.

The second links to an incident from May of last year (2020) where a 500k pound transformer was shipped to the west coast from China, and before it could arrive at a substation in California it was confiscated by the government. Speculation is all we have as to why it was confiscated but many believe that it was tampered with to essentially be controlled remotely; they could shut it off at will.
