Tornado shelters

With all the bad weather we get this day and age, why aren't home tornado shelters more popular? I have seen a few fiberglass shells that you basically drop into a hole in your backyard to weather a storm in. I can't imagine them being to expensive. Or even homemade solutions. Has anyone ever thought about building their own? Or do you just plan on using below your stairs?

What I've often wondered is why the majority of homes in the Tornado Alley (Kansas, Oklahoma, Texas, etc) don't have basements? I would think that would be a must.

I know it's like building below sea level on the coast.
