People not paying attention while crossing the street

Does no one look when crossing the street anymore? I mean do people think they are invincible? I have been seeing this so much lately I needed to vent. Prime example had to run and pick something up for work. I am coming up to an intersection to turn I and see this high school kid wearing headphones and he is a little bit ahead of me. I will be turning right, I have no stop sign but on his street he does. He gets there doesn't even look and just keeps on walking. I had to slam on my breaks. He never even saw me or bothered to even look one way or both way. If I wasn't paying attention and was just a normal driver I would had ran him over. I see this more and more these days. Are kids not taught to look both ways when crossing the street? Don't just expect people to stop for you.
 
We are also known for a big tourist area for bicyclist riders here Those touring bicyclist type. The problem is our roads have no spaces on the sides where the white line is. So they ride in the middle of the roads or going up hills. Well we have so many hills and mountain passes you almost kill them around here. They actually just tried to pass a law here blocking them riding on the roads. But of course it failed. To me if your a bicyclist you should have to follow the same laws as a vehicle (which I believe they are suppose to do). But they never stop at stop signs or traffic lights. They are just asking to be killed. I almost get this virtual attitude from the bicyclists that they are like "I dare you to hit me".
